Karnataka's position paper on language education in the state under the National Education Policy proposes a three-language policy with Kannada being mandatory as a language from class 1 to 12. Though the paper mandates that the medium of instruction till class 5 should be the mother tongue or home language or local language or Kannada, it provides flexibility of a bilingual medium of instruction, including in the foundation stage.
