The lower courts in Bengaluru have a staggering 3.6 lakh pending cases, which accounts for about 18.5% of the total pending cases in the state. The reasons for this backlog include a low judge-to-people ratio and inadequate mechanisms to deal with unnecessary appeals and frivolous litigation. Over 2.5 lakh of the pending cases are criminal cases and about a lakh are civil cases. Some possible solutions include increasing the number of judges, reducing the number of appeals, and introducing penalties for speculative litigation.
