Former Prime Minister HD Deve Gowda proposed settling the matter based on a physical assessment of water in the Cauvery basin. Water expert Captain Raja Rao accused Karnataka's representative of failing to present strong facts before the Cauvery Water Management Authority (CWMA), leading to an ineffective panel. Experts argue that the CWMA's order is arbitrary as more water has flowed to Tamil Nadu than prescribed.
